Launched on August 9th, 2016 (https://www.gem.gov.in). The Hon. Prime Minister of India made the decision to create a specific e-market for the many commodities and services that are purchased by government agencies, departments, and PSUs on a single platform.

The five-month record-breaking creation of the Government e-Marketplace (GeM) enables online purchase of the common goods and services needed by several government departments, organisations, and PSUs. GeM seeks to increase the speed, efficiency, and openness of public procurement. To help government users get the most for their money, it offers the e-bidding, reverse e-auction, and direct procurement technologies. Additionally, it provides a number of instruments to help the government and sellers deliver goods and services to the best of their abilities. These tools include changes to product MRP, reverse e-auctions, e-bidding, and demand aggregating.
GeM offers multiple procurement options for its buyers as:

Direct Purchase (for amounts less than INR 25,000)

Purchase from L1 vendor (for amount greater than INR 25,000 and less than INR 5 lakhs)

Bid/Reverse Auction (procurement via Bid/RA to get the best price quote)

Intent of Buying - PAC (Procurement of specific product as per requirement is also possible)
-
Intent of Buying Bid (if objective is to go for BID (ONLY BID) –there is no need of comparison)
The purchases through GeM by Government users have been authorized and made mandatory by Ministry of Finance by adding a new Rule No. 149 in the General Financial Rules, 2017
